With reference to the $20,000 which you have included in the estimated Revenue as "Contribution from the special fund towards Police expenditure" I have to observe that I have no objection to your crediting to Revenue surplus interest which may remain after providing for the charges which I have specially authorized being defrayed from the interest of that fund, but you will have learnt from my despatch No. 175 of 4th November that the capital of the fund is to remain untouched for the present, and so far I am informed, it is not in accordance with its original purpose. A return of the Special Fund accompanies the estimates and indicates that in accordance with previous instructions the surplus interest will not amount to the sum in question.
7. With respect to the establishment of the Botanic Gardens, which is estimated to cost $4192, you state that it is merely a transfer from other votes, but it would appear that a sum of about $1700 which was before included under the Surveyor General's Department has been transferred to this new establishment, and that the vote under Works &
